About the Role 

We are looking for a Senior Technical Program Manager to lead cross-functional programs that improve Developer Experience (DevEx) and stand up Quality-as-a-Service (QaaS) capabilities across our enterprise IT application portfolio. This role owns the end-to-end program strategy, planning, and execution for large-scale data migration and data refresh initiatives spanning 35–40 applications, with heavy concentration in Lead-to-Cash (LTC) and Quote-to-Cash (QTC) systems (e.g., CRM, CPQ, billing, order management, ERP, and revenue systems) initially. 

You will operate at the intersection of engineering, QA, platform, and business stakeholders — translating a fragmented, app-by-app approach to testing and data operations into a standardized, self-service, and scalable model. This is a high-visibility role requiring strong technical fluency, program rigor, and the ability to influence without direct authority across a large engineering organization. 


What You'll Do 

Program Leadership 

  • Own the overall program roadmap, governance, and delivery cadence for DevEx and QaaS initiatives spanning 35–40 applications across the LTC/QTC landscape to begin with and lots more. 

  • Define and drive the multi-quarter strategy for scaling data migration and data refresh capabilities as a reusable, on-demand service rather than one-off engineering efforts. 

  • Build and maintain program plans, dependency maps, and executive-level status reporting across a portfolio of concurrent workstreams. 

  • Partner with engineering leadership to define success metrics (e.g., refresh cycle time, environment provisioning time, defect escape rate, developer NPS) and track progress against them. 

Data Migration & Refresh Coordination 

  • Program-manage the design and execution of data migration and refresh strategies across interconnected LTC/QTC applications, ensuring referential integrity and sequencing across upstream/downstream systems. 

  • Coordinate cutover planning, environment scheduling, data masking/anonymization compliance, and rollback strategies with app owners and platform teams. 

  • Drive standardization of migration/refresh tooling and runbooks to reduce app-specific one-offs and manual effort. 

Quality-as-a-Service & DevEx 

  • Lead the build-out of QaaS offerings (test data provisioning, environment self-service, automated validation, shift-left quality gates) that application teams can consume on demand. 

  • Partner with QA/SDET, platform engineering, and DevOps to identify and remove friction in the developer and tester workflow (environment spin-up, data availability, test automation integration). 

  • Champion "golden path" tooling and paved-road standards that reduce cognitive load and cycle time for engineering teams across the portfolio. 

Stakeholder & Cross-Functional Management 

  • Serve as the primary point of coordination across 35–40 application teams, platform/infra teams, QA, security, compliance, and business stakeholders (Sales Ops, Finance, Order Management). 

  • Facilitate steering committee reviews, risk escalations, and trade-off decisions with senior engineering and business leadership. 

  • Manage vendor/partner relationships where third-party tooling or services support migration, refresh, or QaaS capabilities. 

Process & Governance 

  • Establish intake, prioritization, and capacity models for a program serving dozens of concurrent application teams. 

  • Define and enforce change management, release readiness, and quality gates for migration/refresh events. 

  • Drive continuous improvement via retrospectives, post-mortems, and metrics-driven process refinement. 

What You'll Bring 

Required 

  • 8+ years in technical program management, with at least 3+ years managing large, multi-team programs involving data migration, environment management, or platform/DevEx initiatives. 

  • Demonstrated experience program-managing initiatives across a large application portfolio (20+ applications) in an enterprise IT environment. 

  • Working knowledge of Lead-to-Cash and/or Quote-to-Cash business processes and the systems that support them (e.g., Salesforce, CPQ tools, ERP such as SAP/Oracle, billing platforms). 

  • Solid technical fluency in data migration concepts (ETL, data mapping, reconciliation, masking/anonymization) and modern CI/CD or environment-management tooling. 

  • Proven ability to build programs and processes from ambiguity — this role requires designing the operating model, not just running an existing one. 

  • Excellent executive communication skills; comfortable presenting to VP/C-level stakeholders and translating technical complexity into business risk/impact. 

  • Track record of influencing engineering teams and driving adoption of standards without direct organizational authority. 

Preferred 

  • Experience standing up or scaling a "Quality-as-a-Service" or centralized test-data/environment-provisioning function. 

  • Familiarity with test data management tools, data virtualization, or synthetic data generation platforms. 

  • Experience with enterprise data platforms and cloud infrastructure (AWS/Azure/GCP) supporting large-scale refresh/migration pipelines. 

  • PMP, SAFe, or equivalent program management certification. 

  • Background in both software engineering and program management (able to read architecture diagrams, review technical designs, and engage credibly with senior engineers).
