Job Summary
Equinix is the largest provider of co-location data center services in the world! The One Legal team at Equinix is seeking a Canadian Government Contracts Manager who must be eligible for a Canadian government security clearance to support Equinix’s growing Federal business in Canada and must be fluent in French.
Responsibilities
Provide guidance to department personnel on the handling of customer contracting issues
Understand, adhere to, and promote existing company ethics and compliance policies
Communicate and correspond directly with customer procurement and contracting officials
Manage active contracts and engagements. Act as liaison with Equinix Sales Account Executives, Sales Engineers, Equinix Customer Service Managers, and security program officials to ensure compliance with contract terms
Use functional experience and expertise in the review and administration of nondisclosure, teaming, and subcontracting agreements
Development and maintenance of Canadian procurement compliance regime and related programs to include Standard Acquisition Clauses and Conditions, Controlled Goods Program, etc.
Identification, development, and implementation of enhancements to Equinix’s evolving Canadian Government contract policy and processes
Conduct proposal preparation including examination of RFP solicitation requirements and estimates, analyzing terms and conditions to evaluate risks to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, customer specifications, and proposal submission
Review, improve, and address gap areas in contracting department templates and documents
Travel to company locations or customer sites as necessary (limited travel less than 10%)
Ability to obtain and maintain a Canadian Government security clearance at the appropriate level (requires Canadian Citizenship)
Perform other duties as required
Qualifications
Typically 7+ years of business work experience in directing, managing, or supervising the customer contracting process with the Canadian Government (including formation, negotiation, and administration activities) or an equivalent combination of education and experience
Extensive experience with Canadian acquisition regulations and all types of contracting procedures required
Business level bilingual English and French-Canadian written and verbal communication is required
Bachelor’s degree in Business Administration or a closely related discipline
Law degree with practice experience preferred
Advanced degree in contracts management a strong plus
Commercial contracts and legal knowledge
Eligibility to obtain and maintain a Canadian Government security clearance is required
Demonstrated ability to build and maintain strong working relationships with our external and internal customers
Analytical approach to problem solving, risk assessment and strategy
Excellent proposal development skills, strong ability to navigate complex negotiations, and excellent oral and written communication skills
Proven ability to spot issues based on extensive past work experience and formal training received
Must be a highly organized individual capable of multi-tasking and will be required to manage multiple functions and interact with personnel at all levels of management
Strong Microsoft Word, Microsoft Excel & Microsoft PowerPoint skills, and familiarity with multiple CRM tools

Élaborer et maintenir le régime de conformité en matière d’approvisionnement canadien et les programmes connexes, notamment les clauses et conditions uniformisées d’achat, le Programme des marchandises contrôlées, etc.
Cerner, élaborer et mettre en œuvre des améliorations à la politique et aux processus en constante évolution d’Equinix relatifs aux contrats avec le gouvernement du Canada
Effectuer la préparation des propositions, y compris l’examen des exigences et des estimations des appels d’offres, en analysant les conditions générales afin d’évaluer les risques pour assurer l’acquisition et l’exécution adéquates des contrats, conformément aux politiques de l’entreprise, aux exigences juridiques, aux spécifications des clients et à la présentation des propositions
Examiner, améliorer et combler les lacunes dans les modèles et les documents du service des contrats
Se déplacer vers les établissements de l’entreprise ou les sites des clients au besoin (déplacements limités, moins de 10 %).
Capacité d’obtenir et de conserver une cote de sécurité du gouvernement du Canada au niveau approprié (exige la citoyenneté canadienne)

Qualifications
Généralement plus de 7 ans d’expérience professionnelle dans la direction, la gestion ou la supervision du processus de passation de contrats avec les clients du gouvernement du Canada (y compris les activités de formation, de négociation et d’administration) ou une combinaison équivalente de formation et d’expérience
Vaste expérience des règlements canadiens en matière d’acquisition et de tous les types de procédures de passation de contrats exigée
Communication bilingue de niveau professionnel à l’écrit et à l’oral en anglais et en français canadien exigée
Baccalauréat en administration des affaires ou dans une discipline étroitement liée
Diplôme en droit avec expérience pratique un atout
Diplôme de cycle supérieur en gestion des contrats un atout important
Connaissances en matière de contrats commerciaux et de droit
L’admissibilité à l’obtention et au maintien d’une cote de sécurité du gouvernement du Canada est exigée
Capacité démontrée à établir et à maintenir de solides relations de travail avec nos clients externes et internes
Approche analytique de la résolution de problèmes, de l’évaluation des risques et de la stratégie
Excellentes compétences en élaboration de propositions, solide capacité à mener des négociations complexes et excellentes compétences en communication orale et écrite
Capacité démontrée à repérer les problèmes en s’appuyant sur une vaste expérience professionnelle et une formation officielle reçue
Doit être une personne très organisée, capable d’effectuer plusieurs tâches à la fois, et devra gérer de multiples fonctions et interagir avec du personnel à tous les niveaux de gestion

The targeted pay range for this position in the following location is / locations are:
Canada : 112,000 - 162,000 CAD / Annual
