Job Summary
The LPRA Landing Provider Supervisor is accountable for end‑to‑end supervision of the Landing Provider’s activities at the Qua-Iboe landing site—covering permitting, civil works, beach/manhole installations, marine interface, fiber/cable landing, power/facilities readiness, HSE compliance, testing/acceptance, and timely handover to operations.
The role ensures the Landing Provider (and its subcontractors) delivers safely, to scope, on schedule, and within budget, aligning with project requirements, regulatory obligations, and SLA/OLA commitments.
Responsibilities
Own the site delivery plan with the Landing Provider (LP): work breakdown structure, detailed schedule, milestones, and critical path for shore‑end, BMH, duct route, CLS interface, and backhaul tie‑in
Drive daily/weekly progress reviews, remove blockers, and maintain a live risk, issues & dependencies register with clear owners and due dates
Enforce change control for scope, design, and schedule changes; validate impacts and secure approvals before execution
Supervise shore‑end operations: HDD/trenching/ducting, BMH construction, cable pull‑in, jointing, armor removal, and sealing to spec
Oversee power & facilities readiness (earthing/bonding, DC power, HVAC, fire detection/suppression), ensuring interfaces with CLS or MMR are fully validated
Coordinate integration & testing (continuity, OTDR/IL/RL, sheath integrity, alarm signaling, EMS/telemetry) and lead provisional & final acceptance
Ensure all permits/approvals are in place (environmental, construction, right‑of‑way, marine notifications, shore access) and kept valid through delivery
Act as the day‑to‑day contract owner for the Landing Provider at site: verify resource plans, equipment readiness, and escalation paths
Validate BOQs & deliverables, certify progress measurements, and recommend payment milestones based on measurable completion
Enforce SLA/OLA terms; track KPIs; issue corrective action plans for slippages
Coordinate with internal teams (Marine, IP/Transport, Facilities, Security, Legal, Finance, HCM/TA) and external parties (regulators, utilities, landlords, community reps)
Support community engagement protocols and local liaison requirements; ensure security and site access are continuously maintained
Maintain as‑built documentation, test records, redlines, spares lists, serial numbers, warranties, and O&M manuals
Lead site acceptance and structured handover to operations, including maintenance playbooks, contact matrices, and spares custody
Qualifications
Bachelor’s degree in Electrical/Electronics, Telecoms, Civil/Structural, Marine Engineering, or related discipline
7–10+ years in telecom infrastructure delivery, with 3–5 years directly supervising landing provider or shore‑end/subsea cable works (BMH, HDD, cable pull‑in, jointing, CLS integration).
Proven delivery of greenfield telecom sites or subsea landing projects within regulated HSE environments
Strong understanding of OTDR testing fiber characterization, duct/cable specs, earthing/bonding, and CLS/MMR interfaces
Demonstrated experience with contract management, progress certification, and vendor performance management
Strong knowledge of cable landing station design, power systems, and network architecture
Experience with industry-standard equipment (e.g., DWDM, OADM, power conditioners)
Delivery leadership: scheduling, risk/issue management, and milestone governance
Technical rigor: ability to read/validate IFC drawings, ITPs, method statements, and test reports
HSE & Quality mindset: audits, incident management, NCR control
Vendor management & negotiation: driving accountability and outcomes
Stakeholder management: clear communication, concise reporting, escalation discipline
Documentation discipline: change logs, daily site reports, MoMs, acceptance packs
Tools: MS Project (or equivalent), Excel/Sheets, SharePoint, OTDR analyzers/reporting
Time management skills
Teamwork abilities
Ability to work well under pressure
Solid foundation in electronics theory
Demonstrated mastery of telecommunication industry standards, dimensioning transmission network element systems, ITU, and ANSI/ETSI etc.
