Job Summary: The Technical Proposal Manager (TPM) will lead and coordinate our internal process to produce comprehensive, compelling, and compliant proposals for large infrastructure projects (RFI, PPQ, ITT, RFP, RFQ, SOQ etc.). Integral to the role is the ability to support the assembly and enablement of a pursuit team and subject matter experts to prepare and submit a differentiating and customer value focused response to our customers.
Responsibilities include the introduction and implementation of all necessary proposal procedures and governance. This is a highly networked role that requires the ability of the TPM to work under pressure and to challenging deadlines.
Proven ability in planning, producing, and delivering compliant proposals within a complex high-risk business environment. The Technical Proposal Manager has a non-biased neutral experience in scheduling and running proposal kick-off meetings, facilitating key review meetings / final document review, coordinating proposal governance/sign off, document production, engaging cross-functional teams, and delivery of the completed proposal. Have experience in designing, managing, and updating a Content Library and working in IT/Technical Environments.
Work directly with the x-Scale organization for the preparation, delivery, and production of technical documents for large scale infrastructure projects of compliant, professionally produced proposals within customer-defined timeframes (portals or email submissions).
Support qualification and quality gateway procedures including preliminary assessment and go / no go meetings.
Assessment/investigation/ identification of required content for responses of customer technical requirements and analyze RFx to develop schedule and task assignments as per process flow.
Create, manage and present project management tools such as trackers and bid plans.
Works with SME to validate, capture customer requirements and communicate technical information related to data center factors that impact the project, to ensure that the compliance in the documentation is in line with project strategy.
Drive a thorough response to customer requirements, utilizing the defined content library and working with Subject Matter Experts and cross-functional teams’ technical questions.
Coordinate and review/edit proposal input from a variety of stakeholders, involving contributions from operations, technical engineers, design and constructions, compliance, sales engineers.
Ability to review and correct material for content, style, and compliance with internal and external standards.
Capability to handle sensitive material in compliance with all internal and external requirements.
Review final documents for editing and content completeness.
Manage and create an effective project risk register that identifies and tracks project risks and track and monitor any risks that might impact the projects and work with Subject Matter Expert to mitigate.
Identify and communicate upstream and downstream dependencies to project owners and engineering functional teams.
Work with SME to continuously curate, grow, and update our team library of approved content, driving and organizing proposal content to maximize reuse effectiveness and utility.

Bid Management Functional Lead
Strong academic background or completed certification/experience:
Project Management Professional (PMP) and/or Bid and Proposal Apprenticeship/APMP Foundation (Practitioner or Professional level/Capture)
Certified Data Centre Design Professional (CDCDP®) and/or Desirable technical knowledge in the Data Centre Technology field
Relevant experience, Technical Writer, Proposal Manager, Solution writing or Equiv.
Lean Six Sigma and Agile Methodologies
Advanced MS Suite
5+ years experience preferred
