Job Summary

Equinix is the largest provider of co-location data center services in the world! The One Legal team at Equinix is seeking a Canadian Government Contracts Manager who must be eligible for a Canadian government security clearance to support Equinix’s growing Federal business in Canada and must be fluent in French. 

Responsibilities 

  • Provide guidance to department personnel on the handling of customer contracting issues

  • Understand, adhere to, and promote existing company ethics and compliance policies

  • Communicate and correspond directly with customer procurement and contracting officials

  • Manage active contracts and engagements. Act as liaison with Equinix Sales Account Executives, Sales Engineers, Equinix Customer Service Managers, and security program officials to ensure compliance with contract terms

  • Use functional experience and expertise in the review and administration of nondisclosure, teaming, and subcontracting agreements

  • Development and maintain of Canadian procurement compliance regime and related programs to include Standard Acquisition Clauses and Conditions, Controlled Goods Program, etc.  

  • Identification, development, and implementation of enhancements to Equinix’s evolving Canadian Government contract policy and processes

  • Conduct proposal preparation including examination of RFP solicitation requirements and estimates, analyzing terms and conditions to evaluate risks to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, customer specifications, and proposal submission

  • Review, improve, and address gap areas in contracting department templates and documents

  • Travel to company locations or customer sites as necessary (limited travel less than 10%). 

  • Ability to obtain and maintain a Canadian Government security clearance at the appropriate level (requires Canadian Citizenship)

  • Perform other duties as required

Qualifications

  • At least 7 years of business work experience in directing, managing, or supervising the customer contracting process with the Canadian Government (including formation, negotiation, and administration activities) or an equivalent combination of education and experience

  • Extensive experience with Canadian acquisition regulations and all types of contracting procedures required

  • A Bachelor’s degree in Business Administration or a closely related discipline

  • Advanced degrees in contracts management or law preferred

  • Commercial contracts and legal knowledge

  • Eligibility to obtain and maintain a Canadian Government security clearance is required

  • Demonstrated ability to build and maintain strong working relationships with our external and internal customers

  • Analytical approach to problem solving, risk assessment and strategy

  • Excellent proposal development skills, strong ability to navigate complex negotiations, and excellent oral and written communication skills

  • Proven ability to spot issues based on extensive past work experience and formal training received 

  • Must be a highly organized individual capable of multi-tasking and will be required to manage multiple functions and interact with personnel at all levels of management

  • Strong Microsoft Word, Microsoft Excel & Microsoft PowerPoint skills, and familiarity with multiple CRM tools

  • French-Canadian speaking skills required

Cette personne doit aussi parler couramment le français. 

Responsabilités 

  • Conseiller le personnel du service sur la gestion des questions contractuelles avec les clients

  • Comprendre, respecter et faire valoir les politiques d’éthique et de conformité de l’entreprise

  • Assurer la communication directe avec l’équipe d’approvisionnement du client et les parties contractantes

  • Gérer les contrats et les engagements en vigueur. Servir d’agent de liaison entre les responsables des comptes, les ingénieurs commerciaux et les responsables du service à la clientèle d’Equinix et les responsables du programme de sécurité afin de veiller au respect des modalités du contrat

  • Appliquer son expérience fonctionnelle et son expertise dans la révision et l’administration des ententes de confidentialité, des contrats d’association et des accords de sous-traitance

  • Développer et maintenir un régime de conformité des approvisionnements canadiens et des programmes associés pour inclure des clauses et modalités standards quant à l’approvisionnement, un programme de marchandises contrôlées, etc.

  • Repérer les occasions d'amélioration aux politiques et procédures en évolution d’Equinix avec le gouvernement du Canada, et les exploiter pour appliquer des modifications

  • Diriger la préparation d’offres, y compris l’analyse des exigences de l’appel d’offres et des devis, l’analyse des modalités afin d’évaluer les risques liés à la réalisation du contrat d’approvisionnement, dans le respect des politiques de l’entreprise, des exigences légales, des indications du client et de l’offre soumise

  • Évaluer, améliorer et corriger les lacunes dans les modèles et documents associés aux contrats

  • Se rendre sur place chez les clients ou dans l’entreprise au besoin (déplacements limités, moins de 10 % du temps)

  • Obtenir et maintenir une cote de sécurité du gouvernement du Canada au niveau approprié (nécessite la citoyenneté canadienne)

  • Réaliser d’autres tâches au besoin.

Qualités requises

  • Au moins sept (7) années d’expérience dans la direction, la gestion ou la supervision d’un processus contractuel auprès du gouvernement du Canada (y compris les activités de formation, de négociation et d’administration) ou une combinaison équivalente de formation et d’expérience

  • Expérience approfondie de la réglementation canadienne en matière d'approvisionnement et de tous les types de procédures contractuelles nécessaires

  • Baccalauréat en administration des affaires ou dans une discipline connexe

  • Diplôme d’études supérieures en gestion des contrats ou en droit, un atout

  • Connaissance des contrats commerciaux et du droi

  • Capacité à obtenir et à maintenir une cote de sécurité auprès du gouvernement du Canada

  • Capacité avérée à établir et à entretenir des relations professionnelles robustes avec les clients externes et internes

  • Approche analytique à la résolution de problème, à l’évaluation des risques et à la planification stratégique

  • Grande capacité à préparer des soumissions et à gérer les négociations complexes, et excellentes compétences de communication, tant à l’oral qu’à l’écrit

  • Capacité avérée à repérer les problèmes sur la base d’une longue expérience de travail et d’une formation officielle

  • Personne hautement organisée en mesure de réaliser plusieurs tâches à la fois, d’incarner plusieurs fonctions et d’interagir avec le personnel à tous les échelons hiérarchiques

  • Excellente connaissance de Microsoft Word, Excel et PowerPoint, et connaissance de différents outils de GRC

  • La capacité à converser en français canadien est exigée
